Verdict:Figma is the UI/product design-system tool; Framer is a design-to-publish website platform. Pick by whether you ship components to engineers or ship a live marketing site.

Short answer: Figma is for UI design systems—components, Auto Layout, Dev Mode handoff to engineers. Framer is for design-to-publish websites—canvas plus hosting, CMS and site collaboration. They overlap on “draw on a canvas,” not on the shipping job. We did not install either; related free evidence is Inkscape on Figma alternatives.
How we ordered the tools: this is a role comparison, not a ranking. We have no product of our own here and did not install either app; the verdict follows each vendor’s official pages.
Figma Design is browser-first with Windows/macOS apps per its materials. Framer is browser-first with a desktop app called out on framer.com. Neither was run on our Linux test machine; Linux users often stay in browser or use Inkscape/Penpot for UI files.
Figma optimises for product designers and design↔dev handoff. Framer optimises for shipping a live site (pages, CMS, localization, analytics, A/B add-ons on paid tiers per its pricing). Forcing a design-system team into Framer hosting—or a marketing site team into Figma components alone—creates the wrong training bill.
Figma exports for engineering (inspect, Code Connect, MCP on paid tiers per pricing). Framer publishes to Framer hosting and markets agents/CMS workflows on its homepage. “Figma to HTML” appears in Framer’s own navigation positioning—treat as vendor marketing, not a test we ran.
Both sell multiplayer. Figma’s seat model (Full/Dev/Collab) centres design↔dev. Framer’s editor/viewer/content-editor model centres site shipping. Penpot remains the open-source browser UI option we only documented on our free and alternatives pages.
App/web product UI, component libraries, prototyping for product flows, Dev Mode handoff, organization design systems.
Marketing sites, portfolios, CMS-driven pages, teams that want design and publish in one Framer workspace rather than design-in-Figma + build-elsewhere.
Offline Linux vector work → Inkscape. Open-source multiplayer UI → evaluate Penpot with an account. Mac-native UI without Framer hosting → Figma vs Sketch. Template social graphics → Canva vs Figma.
Figma prototypes product interactions inside files. Framer prototypes often aim at the actual site. If stakeholders need a clickable marketing URL on Framer’s CDN, Figma prototype links are the wrong success metric—and the reverse is true for component specs.
Framer, if the goal is a live site: it combines the canvas with hosting, CMS and site collaboration, per framer.com. Figma is the better fit when the output is a design system that engineers implement. Forcing a design-system team into Framer hosting, or a site team into Figma handoff, adds work. No Figma or Framer install. No Core Web Vitals bench of a Framer site. No multiplayer latency study. Inkscape evidence is related-page export only.
Neither Figma nor Framer was installed for a timed A/B. Roles and prices summarized from vendor positioning and pricing pages fetched 2026-10-14: figma.com/pricing (Starter Free; Professional Full seat $16/mo annual billing shown) and framer.com/pricing (Free $0; Basic $10/mo; Pro $30/mo; additional editors $20/mo).
